Supply, Delivery, Installation, Testing and Commissioning of Off-Grid Solar PV and Battery Energy Storage Systems

SKY Think Tank Ltd. invites eligible and independent Economic Operators to submit sealed tenders for the supply, delivery, installation, testing and commissioning of integrated off-grid solar photovoltaic and battery energy-storage systems under the SKYHUBS Gozo Pilot project.

This procurement is associated with CAP SP Measure 3 – “Empowering Communities to Act as Environmental Stewards” (LEADER), Project Reference GAG/2025/M3/003, supported through the CAP Strategic Plan 2023–2027 via the Gozo Action Group Foundation (GAGF).

Deliverables

The contract comprises the supply, delivery, installation, testing, commissioning and handover of two complete integrated off-grid photovoltaic and battery energy-storage systems, including controllers, battery storage, system control components, metering, photovoltaic modules, mounting systems, electrical accessories, protection, earthing and all components necessary to provide complete operational systems.

The successful Contractor shall also provide the required technical documentation, equipment information, warranties, conformity documentation, commissioning/test records, photographs and handover documentation specified in the Tender Dossier.

Technical specifications

Full mandatory technical specifications are contained in the Tender Dossier and Technical Compliance Schedule.

Technical requirements are stated as objective minimum performance and functional requirements. Equivalent manufacturers, brands and products are accepted provided that the Economic Operator demonstrates that every applicable minimum requirement is met or exceeded.

Economic Operators must consult the complete Tender Dossier before preparing their offer.

Contract timeframe

The Contractor shall complete all contractual deliverables within 60 calendar days from the Order to Start and, subject to the confirmed Grant Agreement implementation deadline.

Payment terms

No pre-financing is foreseen.

Payment shall be made following complete delivery, installation, testing and commissioning, successful Provisional Acceptance, receipt of a valid tax invoice and submission of all contractual handover documentation, in accordance with the Tender Dossier and applicable contract conditions.

The UBO Declaration is included with the procurement documentation but is required from the recommended successful Economic Operator prior to contract signature.

Electronic submissions will not be accepted. Late tenders will not be considered.

Public opening

Tenders will be opened publicly on 10.09.2026 at 10:00 CEST at SKY Think Tank Ltd., 73/3 Xandriku Street, Nadur, Gozo NDR 1079, Malta.

A summary of tenders received will subsequently be published on this webpage in accordance with the applicable procurement procedure.

Clarifications and corrigenda

Requests for clarification must be submitted in writing to procurement@skythinktank.com by 25.09.2026.

Material clarifications, responses, corrigenda and addenda will be published on this page without identifying the Economic Operator that submitted the question.

Tenderers are responsible for checking this page for updates before submitting their tender.

Award and appeals

Following evaluation, all Economic Operators who submitted an offer will be notified in writing of the procurement recommendation.

The applicable 10-calendar-day appeal period to the Public Contracts Review Board (PCRB) will be respected before contract award. No contract will be signed until the applicable standstill period has expired and SKY Think Tank Ltd. has verified whether an objection has been lodged.
